INFORMATION AND INSTRUCTIONS TO APPLICANTS FOR A SCHOLARSHIP UNDER
CHAPTER 143B, ARTICLE 14, GENERAL STATUTES OF NORTH CAROLINA

Note: All former paper forms are obsolete and will not be accepted. Copies received, will be returned.

High School Seniors/High School Graduates/College Students are eligible to apply.
1.
General
a.
Purpose Statement
In appreciation for the service and sacrifices of North Carolina's war veterans and as evidence of this State concern for their children, there is hereby continued a revised program of scholarships for who is a child, as that term is defined in 37 U.S.C. § 401.
b.
Eligibility Criteria
The applicant must be under 25 years of age at the time of application for such scholarship, who is a domiciliary of North Carolina and is a resident of North Carolina when applying for such scholarship. The applicant must meet one of the below residency criteria:
i.
A person whose veteran parent was a legal resident of North Carolina at the time of said veteran's entrance into that period of service in the armed forces during which eligibility is established under G.S. 143B-1224,

OR

ii.
A veteran's child who was born in North Carolina and has been a resident of North Carolina continuously since birth. Provided, that the requirement in the preceding sentence as to birth in North Carolina may be waived by the Department of Military and Veterans Affairs if it is shown to the satisfaction of the Department that the child's mother was a native born resident of North Carolina and was such resident at the time of her marriage to the veteran and was outside the State temporarily at the time of the child's birth, following which the child was returned to North Carolina within a reasonable period of time where said child has since lived continually.
c.
Read this sheet carefully. It may save you further trouble and expense.
d.
A scholarship award doesn't guarantee your entrance into an institution. It merely helps pay your expenses in an institution in North Carolina, if you have applied in time for admission and if you can meet the entrance requirements. ADVANCE ARRANGEMENTS FOR AN APPROVED DORMITORY ROOM OR OTHER LODGING FACILITY ARE YOUR RESPONSIBILITY. TO KEEP A SCHOLARSHIP AWARD, YOU MUST MAINTAIN A MINIMUM CUMULATIVE 2.0 GPA OR BE IN GOOD STANDING WITH THE NORTH CAROLINA ACADEMIC INSTITUTION YOU ARE ATTENDING. IF NOT, YOUR SCHOLARSHIP MAY BE REVOKED.

If a scholarship is awarded, additional instructions will be sent to each scholarship recipient, by email.

When to Apply (Application Deadline)
Deadline for Class II and Class III scholarship applications must be submitted in the North Carolina Department of Military and Veterans Affairs (NCDMVA) scholarship portal on or before February 14. An application submitted after February 14 will be accepted as an application for the following scholarship year.

Deadline for Class I-A, I-B and IV must be submitted in the NCDMVA scholarship portal on or before June 1 to be awarded on or about July 1 or December 1 to be awarded on or about January 1.

NOTE: The United States Department of Veterans Affairs (USDVA) determines the classification. To ensure your application will be considered for the current scholarship year, the application must be submitted in the NCDMVA scholarship portal on or before February 14. A point of CAUTION: if the certification comes back Class II or Class III and the application was received after February 14, the scholarship will be considered the following scholarship year.
f.
Selection and Awarding of Scholarships
Recipients selected for a scholarship will be notified through email on or about May 1. (Selection letter) In order for the scholarship to be awarded on or about July 1, selected recipients must have all required documents submitted into the Scholarship Portal on or before June 30. (See 2c of instructions to applicant)

Items to Submit
THE FOLLOWING ITEMS ARE REQUIRED ON INITIAL APPLICATION THROUGH THE APPLICANT'S PORTAL: (SCHOLARSHIP WEBSITE)
  • Completed application for state scholarship using the applicant's portal:
    • Applicant's Information is step 1 on application's portal;
    • Applicant Additional Information and Veteran Information is step 2 on application's portal;
    • If anyone needs to provide their birth information (applicant, mother or veteran) and you were born outside of the United States. Input where you were born in the "Birth City" field. In the "Birth State" field, input District of Columbia.
    • If you are attending Early College, you are still considered a high school student and not a college student. DO NOT ANSWER THE QUESTION THAT YOU ARE CURRENTLY ATTENDING COLLEGE.
    • If you have Graduated High School and in your first semester of College/University, DO NOT answer the following questions: "Currently Attending College or University" & "City. (If you are in your first semester of College/University, you will not have a college transcript to upload.)
    • The SAT and ACT slot must be answered. Please answer the field with your score, if you have taken the SAT or ACT, please insert the actual score. Whichever one; the (SAT or ACT) that you didn't take, please insert zero (0) in the field.
READ BELOW FOR IMPORTANT INSTRUCTIONS:
  • Financial Questionnaire is step 4 - 6. Step 6 of 10 (Liabilities): add any EDUCATION AND MEDICAL EXPENSES. (When entering your amounts, DO NOT add ($) and decimal in your amounts.)
  • Essay Questionnaire is step 7. DO NOT COPY AND PASTE YOUR ANSWERS INTO THE ESSAY QUESTIONNAIRE FIELDS. Please address the Essay Questions directly (important and limited information) to advance to the next step. Limit your answers to the Essay Questionnaire to no more than three (3) sentences or less.
READ BELOW FOR IMPORTANT INSTRUCTIONS:
  • YOUR APPLICATION IS NOT SUBMITTED UNTIL YOU CLICK THE FINALIZE AND SUBMIT APPLICATION BUTTON

  • ALL THE BELOW REQUIRED ATTACHED DOCUMENTS SHALL BE SCANNED AND UPLOADED INTO APPLICANT'S PORTAL. (SCHOLARSHIP WEBSITE) (STEP 9 OF 9) (PLEASE DO NOT UPLOAD DOCUMENTS VIA GOOGLE DOCS AND PHOTO IMAGES "HEIC" OF YOUR DOCUMENTS ARE NOT ACCEPTABLE.)
    • A copy of the applicant's birth certificate showing name of veteran parent(s). If veteran parent is not listed, please provide proof of parentage. (Legal Court of Order; Legal Child Support Order; Paternity Results) If the applicant is the veteran's stepchild. The applicant must upload a copy of the parent's marriage certificate.
    • Copy of your veteran parent's DD 214 (member copy 4). If this document cannot be located, call 984-204-2981 for further instructions. If you have multiple DD 214, please upload all as one document. Please do not redact the veteran’s SSN on the DD 214. If the information is redacted, the scholarship application process will be delayed or closed as incomplete.
    • A copy of most recent Federal Tax Return filed for applicant and applicant's parents. (Upload the first two pages of your Federal Tax Return.) (If the veteran parent doesn't file a Federal Tax Return, please upload a statement in the Tax Return field and note the reason the veteran doesn't file a Federal Tax Return.)(Example: Veteran doesn't file a Federal Tax Return due to he/she disability.)
    • Applicant's resume. (The applicant's resume must consist of some of the following: employment, school clubs, school activities, sports, hobbies and volunteer work. If you never been employed, you are required to create a resume.)
    • Transcript of high school grades through junior year if a senior in high school and don't have senior grades. If already graduated high school, please provide complete transcript of high school grades.
    • NCDMVA-12, "Authorization For Release Of Information" (Located at the top of page Step 9 of 9), must be downloaded, printed and uploaded with other required documents. The portal will not allow you to Finalize and Submit application without uploading "Authorization For Release Of Information form."
    • Two completed NCDMVA-23B(3) forms, Recommendation form for applicant. At least one recommendation must be from a teacher, guidance counselor, professor or academic counselor. The Recommendations Forms must be downloaded and printed from the portal. (Located at the top of page Step 9 of 9). These forms are to be completed and the individual(s) completing the recommendation forms are to scan and email to [email protected]. THE RECOMMENDATION FORMS ARE REQUIRED DOCUMENTS, BUT CAN BE FORWARDED AT A LATER DATE. THE FIRST RECOMMENDATION FORM (NCDMVA-23(3)) AND SECOND RECOMMENDATION FORM (NCDMVA-23(3)) WILL REMAIN WHEN YOU FINALIZE AND SUBMIT THE APPLICATION. PLEASE CLICK THE FINALIZE AND SUBMIT APPLICATION BUTTON WITHOUT THE RECOMMENDATION FORMS.
    • Transcript of college grades if currently in college or if attended college since graduated high school.
    • Selective Service Registration acknowledgement, if applicant is 18 years old at time of application.
    • Marriage Certification, only upload if the veteran is your stepparent.
    • Death Certification, if the veteran parent is deceased.
c.
LISTED BELOW ARE ADDITIONAL DOCUMENTS THAT ARE ONLY NEEDED UPON REQUEST FROM NORTH CAROLINA DEPARTMENT OF MILITARY AND VETERANS AFFAIRS, IF APPLICANT IS ELIGIBLE/SELECTED.
  • A copy of your Selective Service registration acknowledgment. (Required of all male applicants born on or after January 1, 1960.) If not 18 by June 30, must be received within six months of award.
  • A copy of High School Diploma or complete High School Transcript providing proof of graduation.
  • NCDMVA-11 (Affidavit School Declaration), will be attached to scholarship selection letter or on scholarship applicant's portal.
  • Letter of acceptance from the school you will attend.
  • NCDMVA-17G (Permission for access to student records), will be attached to selection letter or on scholarship applicant's portal.

APPLICANTS ARE RESPONSIBLE FOR TIMELY SUBMISSION BY EMAILING THE REQUESTED ADDITIONAL DOCUMENTS TO [email protected]

All scholarship notifications are forwarded through email to the scholarship applicants.
